The Enugu State Government, led by Governor Peter Mbah, has approved the Enugu State Climate Policy and Action Plan (ESCPAP), becoming Nigeria’s first subnational government to adopt a long-term climate strategy. The plan incorporates emissions modeling, micro-energy audits, and extensive stakeholder engagement to ensure climate resilience and sustainability.
Additionally, the State Executive Council has approved the Off-Grid Electrification (OGE) Policy Strategy Plan, which aims to expand electricity access to underserved communities through renewable energy solutions. This initiative is designed to drive economic growth and improve public service delivery in these areas.
The approvals were announced by the Secretary to the State Government (SSG), Prof. Chidiebere Onyia, alongside the Commissioners for Environment and Finance, Prof. Sam Ugwu and Dr. Nathaniel Uramah, respectively. They emphasized that these policies align with Governor Mbah’s vision of balancing economic transformation with environmental sustainability.
The ESCPAP focuses on renewable energy, sustainable agriculture, and green technology to achieve a 25-fold GDP growth by 2060. It targets 80% renewable energy usage and a 60% emissions reduction in the transport sector by 2060 while creating 792,000 jobs in renewable energy, waste management, and reforestation by the same year. The plan also includes the introduction of a climate change curriculum in Smart Green Schools to foster innovation among future generations. To ensure effective execution, an ESCPAP Implementation Committee, involving government, private sector, civil society, and donor organizations, will be established. The policy aligns with Nigeria’s Nationally Determined Contributions (NDCs) and global climate agreements, positioning Enugu as a leader in the country’s low-carbon transition.
The Off-Grid Electrification Policy complements the 2023 Enugu State Electricity Law and encourages private sector investment in renewable energy. It aims to enhance socio-economic growth and improve the quality of life for Enugu residents.
